There is not any such standard configuration. However, this can be achieved by workflow customization. Discuss with your workflow specialist. Alternatively, build a custom ABAP program which shall be run on the periodical basis to send out the e-mail notification (to Microsoft Outlook, for instance) if you have not logged into the system after a certain period of time.
