SAP's LSMW (Legacy System Migration Workbench - txn LSMW) can be used to migrate (and also upload data post-implementation). When you go to txn LSMW, you can see a number of steps starting from creating a LSMW object to creating a BDC session, execution, etc.
Creating LSMW object - Create with a name that indicates what data you are loading; relate it to a batch recording using a SAP txn like PA30, PA40, PPOME.
-Batch recording - Uou can do this through LSMW or navigate to System->Services-> batch recording. You can copy an existing recording and modify this.
It uses an input file (most used format is *.txt, tab delimited fields). You can create a spreadsheet and then save as .TXT. In a spreadsheet you can use formulas to convert existing data codes to the new codes used in SAP.
-Relate the input file fields to the SAP infotype fields.
-Test the LSMW using an input test file. Do not use selection for possible values here. Use default values or values from the input file. This creates a BDC session.
- Run BDC session in on-line mode (preferably with showing errors only), or in batch mode. This creates/updates data
Often the LSMW object or batch recording may need correction.

You can create custom programs to create the input file or do the whole job of upload using an input file created from existing systems.

For data migration, start with Org (or PD) data - OU, Job, Position, etc) and then employee data.
List the data uploaded, check and correct.

There are 3rd party tools like WinShuttle Arinso's Data Transfer Tool, etc. They also have facility for translating existing codes to new SAP codes. Check the s/w vendor's websites or documents for more info.
