Hi,
Run tcode /nSU53 when you get the error. This will show exactly what is missing in the user's authorization role/profile.

Dear Experts
We are controlling the User authorization through Personnel Area and
Respective Cost Centers.
If one employee transferred from one Personnel area to other, respective
user is not able to access that employee due to authorization control.
Example
User 1 - Having access only to ABC
User 2 - Having access only to XYZ
One employee transferred from ABC to XYZ, User 2 is unable to access the
details.
Need your valuable inputs to control this.
