HI friend i think your requirement is to specify a range ie/. Up to 50000 u have to charge 2% and the once he reach the figure you have to charge 5% like that.
For this u can Define Formulas for Calculating Withholding Tax.
use IMG>Extended Withholding Tax>Calculation>Withholding Tax Code>Define Formulas for Calculating Withholding Tax
there you can specify the formula for that. i hope it will help to solve the issue
