You should select the setting tab in menu, and in Country Specific infotypes, add US as the country. You shall then get to see IT1610 for maintainance.

I am not able find IT 1610 US Job Attributes under TCode PP01 For Job and in PO03, i checked in IMG under Personnel Management > Org Managemnet > Maintain Personel Action where in for " C" Job IT 1610 is available.
I would like why i am not able find, please let me know if i am missing any configuration?
