Your database is running?
TNS is running?
Have you made some change to be making the restart?
Run the command 'R3trans -d' and post the results please.

the dispatcher starts in our solman then stops.but the rest of the systems are working and they are in the same host.
there are no work processes for AS ABAP and AS JAVA .
