A payment method for outgoing payments is what is needed if you are
trying to pay a customer to whom you owe money but if overall he owes
you more than you owe him, it is not possible to pay him, for obvious
reasons. It is possible to pay in such circumstances by fooling the
system. You block all the items that are open in your favour against
payment, leaving only the items(s) you want to pay unblocked. You use
the payment method for outgoing payment in this item and in the
parameters of the proposal and it will work (I know, I have done this
for a client in the recent past).

Yes, pmt method is tied to bank account.
There are 2 errors:
No pymt possible because items with a debit bal.still exist
And while I'm trying to change pmt method after pmt run in F110:
The balance of the items to be paid requires a payment method for
incoming payments. You specified a payment method that is defined for
outgoing payments.
