Hi Lou,
This issue was closed and I want to share what was problem with you.
Shortly, it is caused from an incorrect 'AC_DOCUMENT' enhancement implementation.
In above implementation, network number and activity number is not transferred From IM_DOCUMENT to EX_DOCUMENT.

Have you checked how the network was set up? If the network is not a "cost collector", then CO won't recognize it as a proper CO object. This happens when you have statistical WBS, internal orders, etc. Check the network entry and make sure that it's allowed to take cost.
