Hi

Can you please explain your n/w infrastructure?
What steps have you done for the installation and hardware side?
Is your static ip reachable from outside network?
Have you opened the 3299 port in SAPROUTER as well as on the servers?

Do you have any hw or sw firewall in your n/w?
