Please refer to SAP note 1519016 for steps to fix:
Need to add parameter for any test environments to prevent BSI System Failure message:
A) On the SAP Easy access screen, choose System> User profile > Own Data
B) Click on parameters, enter BSI_TF_VERSION in the parameter ID column
C) The parameter value = 90
D) SAVE.
