Encoding default is determined by the unicode state of the system. In a nonunicode system ds is opened as non-unicode, after upgrade it is unicode. You can keep control by eg IN LEGACY TEXT MODE or NONUNICODE. Best to NOT use ENCODING DEFAULT.

Recently in our system the behavior of the OPEN DATASET command has changed.
Now the following code

OPEN DATASET filename FOR APPENDING IN TEXT MODE ENCODING DEFAULT.

Creates a file with a tab character at the end of each line.

In reading around it looks like we used to have ANSI as the default, now perhaps it is UTF-8?
Can anyone tell me where the setting of default encoding is maintained?
