There is no need to change the staffing %. The staffing % basically defines the % occupancy of the position. However your issue can be resolved if you can change the employment % to 50% in infotype 0007.

We have part time employees means organisation needs this position only for part time
For these part time employees, IT0001 staffing percentage is maintained as 100%
In IT0007 employment percentage is maintained as well 100%
Capacity utilization as well maintained as 100% we like to change this.
I am not sure how to change the Staffing percentage in IT0001 (is it coming from OM)
