Normally, Tool is a directly chargable type of goods seems to be.
Although it may be a different scenario in your case. But I assume you
want to have a track of the Tools given to Vendor and then back to Store.
Then the movement type in MM will help you in this regard, where you will
issue the material to vendor with a movement type and then after using the
same it will take back. So it is purely a storage movement one to another
in SAP and blocked during this movement. But again if you want to make it
chargable to Contractor/Vendor then again after taking it back you will
actually issue those where it is consumed. MIGO-122 is the movement type
i.e Return delivery to Vendor and then you will issue with a customized
movement type for Chargable issue according to your business scenario.
And regarding issuing a challan is an internal control , SAP does not help
you out in this matter. You may go for Z program development for the same.
Although it is a MM issue.

Thanks Vidhya for your quick response. My query was more related to tool movement from Plant to Vendor location. Can we move the assets to vendor location by issuing a Challan from system. Can SAP support the tool movement by issue a Challan?
