Budget exceeded means no more budget and there is an amount exceeding the budget. You then can not post the document unless you augment the budget
Budget almost exhausted: In tolerances you have for example 95% and the responsible receives an email. If the budget attains this you will have the message that budget is almost exhausted. This means that you have a little renaming amount
If tolerance is 100,5% error message: the message will be budget exceeded
These apply for internal order, WBS and FM modules
