Check update rule in your credit control area & be sure it be 000012 & in
respective Automatic credit control-credit management settings make sure
check is there against open orders & open del under static check.

My client now have convert credit management from dynamic credit control to static credit control. I have one concern regarding the new change on item category TAS. It is when the order price is enlarged after order release, the TAS order won't be blocked. Is this SAP standard?
