Like Pierre already say you can use SQL express to do this job for the uploading you use a SQL Server Integrated Services (SSIS) in sql 2005 express edition here you can get a example

Not sure of what version of access you are on, but the version we use (2003) has an upper limit on the size of the database of 2 GB. That limitation is probably what you are running into on the import problem.
MS SQL Express is a free product that works on desktop machines. It has a 10GB upper limit. Maybe that will satisfy everyone?
