IDoc's don't follow the transaction code and its logic or what you configured. It processes behind the scenes, so any missing data won't be found, and since all the data went in and the record saved, there is no 51 error. I experienced this myself creating IDoc's for hiring employees. My team re-created some of the rules in ABAP to ensure the data was present when it should be - otherwise an error would be raised.

We have several fields defined as required on sales document. If you manually try to create a SO using VA01 and leave the field blank, it will give you an error and not let you save until the data is entered. If we receive an IDOC to create a SO, and the IDOC does not have the required data, the SO is still being created and saved with missing data. I would expect that we would get an IDOC error (status 51) and a message in workflow.
