Hi Cal,
When you post a 601 K movement, it does the following entries.
Cr. Vendor Consignment Payable
Dr. Raw matl consumption without acc posting.
Then you need to do a MRKO (consignment settlement) for the material document. So, Yes it creates a liability against the consignment account and not to the vendor account. Once you do the settlement it hits the vendor account.
