Preliminarily, I tend to agree with Tomas that quota arrangement might be the best choice. However, going through your detailed business requirements, I am afraid quota arrangement does not fully meet your requirements. As a result, I would suggest you to activate the standard user exit for source of supply determination.

I want to rotate between vendors not by a qty split but by order. In other words, if I have 3 vendors, A, B & C, that we purchase the same material from. I would like SAP to suggest vendor A for the first order, vendor B for the second and vendor C for the third. And then start over again with vendor A. I don't care about the quantities only that each vendor gets the same # of orders over time.
