I saw this in SAP Note 217027. Would this help?
2. System is using the default rate even the override is defined in BTXRATE table from both SAP and BSI side.
Unemployment tax override is attached to the company code.
After running the payroll, a BSI script starting with 'IPC' and
ending with 'ETC' can be found in the payroll log. You may see the
company code in the IPC command as CC: "US01" as an example.
Then you need to make sure the override you defined is attached to
the company code "US01" in this case. If you see a client key
is appened in the end of the company code like 'US01 100', please run report RPUBSIU9 to clear it up from T5UTH table.

For the past 8 yrs. when running PU19, SUI Reporting, SAP would use the override table V_BTXRATE to calculate SUI taxes. As of the 1st QTR of 2010, PU19 now defaults to table V_T5UTX for rates. Table V_T5UTX is only updated by SAP during TUB updates via SAP Notes. I have never updated this table with any of our companies SUI experience rates. All company specific experience rates have always been updated in table V_BTXRATE. Prior to this past quarter, we have never experienced an issue when running PU19. Does anyone know of a 'switch' or configuration component that may have been reset accidentally to cause our system to default to using the SAP table V_T5UTX for quarterly reporting?
