Hello,
Have you done a costing run, ck41? You can release only once and it will be effective from the next period. That is my understanding!!
MR21 is for changing the price of the material, used mostly when a company is not using any CO-PC functions, eg sales company. Note, you'll you'll need a price difference GL account.

Can it be used anytime of the month or only at month end?
Lastly if PP is not used..do I even need a costing view
on the material masters?
