I suppose your requirement is "How to get info from the invoice", because Shipment Cost Doc has info from Transportation and Deliveries.
Obviously the scales is an standard functionality of pricing......but this is not the problem !!! Your issue is the information source (SD Invoice).
I suggest to determine VBRK-NETWR from document flow, but it is important to analyze....when you have many deliveries on a shipment, 1 billing doc for many deliveries, etc
