Hi Hasan,
Without having the SAPRouter and Tx OSS1 being configured correctly applying this note will be tricky. You need to download the note from the market place and start the import. You will then get a list of prerequisite notes which you will have to download too. Some of the prerequisite notes might have been already applied, but you need to download the latest versions.
If I was you I would spend some time fixing the SAPRouter connection and then down load using Tx SNOTE.

Am working on the Basic Configuration of Solution Manager.
In step 2,it is asking to download a SNOTE 1468591.But I have some problem in connecting to SAP OSS. So can I download this note from Service market place and implement manually till the SAP-OSS connection gets fixed?
