Why not use graduated scale for this?

Please see the following logic for validation on shipment cost conation type "ZDIS"( Manual ref.)

Enhancement V54C0001
Function module EXIT_SAPLV54C_001
OR
Enhancement V54C0002
Function module EXIT_SAPLV54C_002

Get it VFKP-KNUMV. Pass the VFKP-KNUMV to KONV-KSCHL=ZDIS. Then check the KONV-KBETR value if value is more than 999 then doesn't save the shipment cost.

"Error Massage – Discount value not Allowed to more than 999 Rs."
