Yes you can. Use transaction SNOTE (you may also need download prerequisite
Notes).

Am working on the Basic Configuration of Solution Manager.
In step 2,it is asking to download a SNOTE 1468591.But I have some problem in connecting to SAP OSS. So can I download this note from Service market place and implement manually till the SAP-OSS connection gets fixed?
