Many thanks for this. From the note the reset using tocde SLAW and
command %RESET allowed me to upload all the systems with no errors

You are using SLAW to import licensing data into central system by importing the data from file? Is the system you are trying to upload already existing in the LAW tables? Maybe you want to delete this system (these systems) and upload the file again. As far as I know, SAP Note 1102175 presents some hints of how to do that.
To start afresh, I assume you could modify permissions on table LAWDESTCUS, delete its entries, set back permissions (to original settings). Thereafter, import the LAW files, combine all users, consolidate. However, I would check with AGS before I would do so! Component is XX-SER-LAS.
