I had came across the same issue, and also had a oss message to SAP, if you found that all advances are cleared and still the message A471, you need to deactivate the error, even SAP suggest the same.

When I run CJ88 settle a project, met a red message:
Not possible to post down payment clearing. There are no down payments.
Message no. AA571
Actually, there are down payment and down payment clearing linked to that project.
I found two SAP notes: 586288, 613695 talking about this issue.
I checked with our basis found that the corrections in the above notes are already implemented in our system.
I now have no idea how to deal with this issue.
Has anyone here met the same problem? Any hint would be appreciated!
