Hi,

Also check the budget profile and type of internal order whether it is
overhead order. If mistakenly kept as investment order check it out and also
check the allowed transactions for the internal order.

Have you checked in "Maintain Controlling Area" - OKKP, whether you "commitment management" is active or not.
I guess that it is not. When you activate the same your problem will go, i.e. system will not
allow you to create even PR if it exceeds allocated budget. In other words the check starts from the PR stage.
