Try the Accounting Forum, but why use withholding tax for the customer ... maybe no VAT registration?

Hi Experts, My question is: I have created and assigned a withholding tax code into a withholding tax type that generally is applicable to Vendors,but to a Customer. When I've tested the withhold tax in a vendor transaction it works, but when I've tried to test it with a customer nothing happens. I need to identify what is missing, any process or checkmark.
