Common division is the way to go here. Try t-code VOR2 for setup.

Hi,

Yes that is only used as a common division in processing the documents.
The posting happens in specific division only.

For ex - 12, 11 ,10
these all division are assigned to common division XX.

In material master assign the specific division.

while processing sales orders etc we use 00 so that the processing would not stop for material not being extended in the specific division.

Or you can make common divisions depending on your requirement.
may be 1 or many

Also check the documentation in transaction VOR2
