You can create a report based on your needs to flag items w/o info record. Or prevent PO price editing via authorizations and that will force the user to enter PIR.

How to make info record maintenance mandatory for a plant when I am having more than one plant and only a specific plant requires info record as mandatory.

I can make mandatory if the info record is maintained, but for any material this is required for a plant.
