According to quite helpful OSS note 876617, header condition distribution depends on further Customizing settings of the condition type, in particular on the calculation type (field KRECH) and ...

On the other side if KRECH is not the solution for you, SAP help says: You can specify the basis of the distribution in the Alternative condition base value field in the pricing procedure (field KOFRA). If there is always the same unit of measure, 18 is the solution. Otherwise you need to have ABAP code written here with conversion for different UoM used.
