[sap-log-sd] Purpose of Condition type REST (Account Discount)

HI There,
Would you please someone explain to me the purpose of Condtion type REST(Account discount).Whenever i create PO,this account discount accompanies with condition tab and affect whole pricing and it is editable. Actually i don't really know what is it for. I don't get any error while process this PO.
Where did i miss? Thnks in advance.
