[sap-hr] Applications of Appraisal document for ESS/MSS

Good Morning.
I am consultant of ESS/MSS.
In this moment I have a doubt with the applications of Appraisal document for ESS/MSS. We are working with EP 7.0/ECC 6.04 and BP for ESS/MSS 1.41. The appplications of ESS/MSS for Appraisal Dcoument work with WD ABAP. I check the documentation and in the system use the applications that follow :
ESS Application: HAP_START_PAGE_POWL_UI_ESS
MSS Application: HAP_START_PAGE_POWL_UI_MSS
I sought information in the forum of sdn about of this and found that a consultant also have the same issue, but not have response if the issue was solved.
I need modify the application of ESS (HAP_START_PAGE_POWL_UI_ESS) and get in the list, the chiefs or Chief with a link of the Appraisal document for that the employee can appraise to his/her chief. I need the same funcionallity that do the Manager Self Service for Appraisal Document in the Employee Self-Service in where the chief can appraise to his employees. In the MSS the chief have a list with name of the employee and a link that call the appraisal document and this can appraise to the employee selected.
I have read information in the Internet and SAP not have funcionallity Standard delivered for that the employee can appraise to his/her chief in the ESS(Employee Self-Service).
Please, can you help me with suggestions. I need do the document of specification for that the Team ABAP can work with this and do the development, but I don't have much idea for do this document of specification funcional
