[sap-hr] /401 03 EE Local taxes Issue

Hello All,
This is related to Tax Area - PB1D Lancaster, where BSI is not returning /401 03 EE Local taxes.
when asked BSI..they have replied as below
"City of Lancaster has a resident only formula. In the script the employee is a non-resident only and therefore, there aren’t any tax requirements. There should’ve been a message in the Message Viewer indicated this."
Please advise what they mean, and if there is configuration that needs to be maintained.
