This is controlled by the layout within the report writer. When the layout is created, there are 6 different format groups to play with (0 through 5). The zero group is the one displayed on the tab. Clicking on "Other format groups" will allow you to get to the other 5. Set the widths you want to be different from the 0 here. If you then go into the column set, as you drill down into the set you will find "Report Parameters" settings. Change the "Format group" to match the number (0 - 5) of the print parameter you want. That will allow the report to keep the column setting. In report painter, it's easier because there's not as much digging required, but the principle is the same. The column widths are controlled within the layout for the report.
