Material Groups are not master data like materials or Vendors. They are Customizing data, and therefore must be created in Development and transported through the landscape to Production.
I do find it odd that you have so many to create that you're using an LSMW, though.

Hi all
I am creating new material groups using batch input recording method. At the end of transaction recording (WG21), the system generates a transport request. Is it normal? When i create other data (material, vendor, etc) the system does not generate a transport request.
