You should only remove this lock via SU01. If this is not possible, ask someone who has the proper authorization.

Not that the issue could be that users are being synchronized via CUA.

Second, why are you doing things in SAP by direct SQL???????????? There is a
special aided transaction SU01 to unlock an user.
