[sap-log-pp] confirmation not happening

Hi all,
I am facing a critical issue regarding confirmation. it is as follows----
user has done the GR MB31and it is dispatched also. now he wants to do the confirmation . but system is not allowing to do the confirmation . the error is *YOU ARE MISSING PREVIOUS STEP OF ISSSUE, GMPS NOT DONE*.
Here I need to mention that after creating the order and issueing the goods MB1A -261 mov type . GMPS status is received.
please let me know why and the process if any to be done.
