This is system standerd, if any document has been created against any
material you can't change UOM.

Pl.delete all PR , PO's against the same material and then try to change the
UOM.

Your proposed solution is purely to help define the ''base UOM'' field as
optional status. It does not solve the real problem where change in this
particular field was not carried out due to outstanding purchase orders.
