I believe it can be to reuse the same number range for some other group. Unless we are using this number range and objects depending on this, I guess there should not be any issue in deleting.

Firstly, if you would allow me to ask this question:-
What is the main objective of the exercise that you want to do?
There might be another way of getting around it (your objective), because from where i'm sitting i don't see the point of deleting used number ranges, if possible. They are linked to your objects as object IDs, meaning you want to delete your objects (i.e.history)
Use transaction code OONR to maintain your number ranges...
