Hi Scott,
Ok it is still not a good idea to use this DR system as a sandbox. You
should not have the two identical SIDs active at the same time. That is why
you are having problems in Tx SMSY.

We do the DR system refresh every month to check the backups. Our SLA allows
this refresh downtime.
Yes this server is located at a remote site.
