[sap-log-mm] PO cannot find Message Output for Conditon Table with Plant

I have created a new Condition Table 920 with Vendor, Purch Org, Doc Type and Plant and assigned it to a new access sequence Z005. I have assigned my new access sequence to my new Output Type ZNEU. In Fine Tune Message Control, I have added ZNEU for operations 1 and 2. I have maintained ZNEU in my Determination Schema. Using MN04, I have created my Condition Record for the Key Combination and maintained my communication. Still no message is determined. If I maintain Condition Record for either of the other 2 Key Combinations in my Table (Doc Type) and (Doc Type, Vendor, Purch Org), the PO determines the message. Any ideas what else I can check?
