Hi John,
If this is the case, then you will have to activate the BAdI or user exit that the PO shall be maintained for the same plant if multiple line item PO is created. Anyhow, back to your problem, was your problem maintained with multiple line items?. Did you get the same problem when the PO is created for one line item?.
