Hi Warren,
If plant has been used in the condition record, then you don't necessarily need any output requirement development as SAP will automatically pick up different condition record subject to the selection of plant in the PO. Yet, since plant is defined at the line item level while PO message type is determined at the header level, it is mandatory that the same plant is used in case of multiple line item POs and therefore, I suggested to use BAdI to ensure the same plant is used.
