[sap-log-sd] Retroactive Rebates

A Rebate Agreement was created on 2/5/2010 but the validity date was set from 1/1/2010 to 12/31/2010. We are now noticing that there are no entries in the rebate agreement and it is giving the error message "Sales Volume for the agreement is not current". I tried running VBOF and it did not come back with anything.
The rebate agreements using the same agreement type (0003) works fine for other customers within the same sales area. I checked to make sure the rebate flag was checked on the payer master. Obviously in OMO1 both S060 and S136 are active.
Should I run OVB3 to update VBOX? What else should I check?
Should I run TCode VFSN to run report SDS060RB to reorganize the info structure S060 (OSS 1060629)
Any help or pointers would be greatly appreciated.
