Hi,
A couple of clarifications -
1) It is feasible that you can allow end user to manually create the the stock transfer requisition in ME51N transaction if MRP is not used in your case;
2) It is strongly recommended that you should not allow your end users to create the purchase requisition for the supplying plant as you won't be able to move your stock from supply plant to your receiving plant once the vendor delivers your shipment;
3) Lastly, SAP does not allow you to convert your purchase requisition for one plant into purchase order for another plant.
