The statistics relevant date is used for the purposes of MRP. The delivery date is the date agreed upon by the vendor to deliver and is used for vendor evaluation to score delivery date performance.
Having two dates allows the purchasing person to show that the delivery is later than promised and have the new date be MRP relevant, but still save the original promised date to score the vendor against.
So when a vendor needs to slip a date, the purchasing person usually changes only the stat date and leaves the delivery date.
If the purchasing person asks for a different date which is agreed to by the vendor, he/she changes both dates.
