[sap-hr] CATS timecard changed after approval when no changes after approval is checked in profile

We have a situation where an employee has been able to change the Network and Hours on an approved timecard when the data entry profile has the box "No changes after approval" checked. His security role should only allow him to enter timecard data through CAT2 but not to approve the timecards. We recently made some changes to the CATS roles as part of a new implementation and our user who approves timecards believes this happened when we rolled out the new roles. Prior to that we don't believe the employee was able to change the Network or Hours on an approved timecard.
Am I correct in assuming that checking the "No changes after approval" check box in config should restrict someone from changing the Network and Hours on an approved timecard?
Could this be a problem with some setting in the security for the CATS roles? If so, where would our security person look?
