What the T811C error means is that it is used in an assessment.

Is it possible that the cost center you want to delete has history? If you try to retro in payroll over a deleted cost center you will end up with an error in payroll. I am not sure of cost center rules, is it possible to just delimit it? I would think it would almost have the same result, except if you retro over it you won't get an error.
